Cannot assign user work items

For some reason, one of my user's is not showing in the drop down list of potential assignees.

Some background:

I have 3 users, 2 are in the Global admin group, one is in another group I created (we'll call it Developers).

I granted the Developers group modify rights to the project in the Project Access screen.

When I modify a work item in that project, I expect to see all 3 developers listed, but I'm only seeing the 2 that are in the Global admin group.

What am I missing?

How many groups do you have? Could that user be a member of another group that has no access? Could that user have their rights directly to something different?

If the rights were very recently changed, try performing an iisreset on the server to clear out the IIS cache. (Start - Run - iisreset)

It must have needed an IISReset. Today the user is showing in the drop down list.
