Trouble with multiple license keys

We have 3 separate license keys for 3 sets of users. When I attempt to activate one of the licenses, it deactivates the others. Also, Vault now says one of the keys is invalid after attempting to activate the others.

I tried deleting one of the keys and then re-adding, but it says that key has already been added (I assume because I have to deactivate it first before deleting, but that wasn't clear from the UI).

This is a serious problem, as we are scheduled to go live on Monday. We need to have all three keys working before then.
