vault and .NET class for source safe

For working with microsoft vss the VSSDatabaseClass was used.

What class can I use to work with vault?

Vault has an entire API and samples for .NET based projects. Look at downloading and using these classes to interact with Vault.

where can I get MantisLib.dll ? It's used in VaultCmdLineClient.cs example?

Look at the Fortress API - http://www.sourcegear.com/fortress/downloads.html. It should have you are looking for.
