Unable to undo checkout

Is there any way to undo the checkout of files from a particular user as the administrator?

Sometimes the option to undo checkout is available, and at other times it is greyed out, however when clicking on a file that is checked out, it stays checked out.

The main issue is around some files that were checked out by a staff member that left, so want to cancel their locks.

All of the files in question have exclusive locks on them.

This will depend a bit on the version of Vault you are on. In the current one, you can force and undo check out in the Admin web page. Just go to that Admin page, select the repository and under it should be a list that includes Undo Check Out. In there it will list the items that are checked out that you can force an Undo on.
