I would like to make sure this is the best setup for you first. Usually we don't recommend having two Vault servers point to the same database since there is the chance of having database corruption.
Do your external users access the same or different repositories than the internal people?
Is there something preventing the internal users from just accessing the same server that the external users do? That's the setup I would recommend.
Which machine is it that has connectivity problems?
Had you performed any upgrades recently?

In this case, you just can't be having two Vault servers pointing to the same database. It's going to cause very bad things to happen. You can still have your external users go through the proxy, but then the proxy would forward the connection to the internal Vault server instead of having a Vault server right on the proxy.
If you continue with this setup, you will want to be worried about messing up your database.
