a project has 40(or more) files
when Geting file list, clicked "stop current operation", the client will login again, but BLOCKED. and the other users be blocked.

What do you mean by "blocked?" Has the SOS Server hung so that no other users can log in?
It's possible that when you stopped the operation and logged in again, this was similar to a concurrent operation. See if this KB article helps:
