automatic check out

I'm working with a project in VS2005 and my Source Control Environment settings for "Checked-in item behavior" are set to:
"On Edit: Check out automatically".

However, when I edit a file, it is not being marked as checked out (in IDE). If I save my changes and view the folder in SourceGear Vault, my file is marked as "renegade". Once the file is marked as "renegade", if I overwrite my local copy with the version from the vault and then reload the file in the IDE, then attempt to edit, the file is checked out successfully.

Any ideas why my first attempt to edit a file do not automatically perform a check out?

Could the file have already been writable for some reason?
