Label Security

Is there any way to allow a user to Add/Check In/Check Out but NOT Label (this is necessary for our release mgt)?

I've looked at the security rights options, but it looks like if the have (R) and (C) but not (A), then they will not be able to add new files to the repository. I'm hoping that I am just missing something here.

Security rights are R (Read), RC (Read/Checkin/Out), and RCA (Read/Checkin/out/Add/Rename/Delete), in Vault. Users need RCA rights to label. There is no specific right for labeling.

I can log a feature requests for separate rights for labeling.
