Admin tool license

If we want to have more than one admin, can any licensed user install the Admin tool?

Anyone can install the Admin Tool, but only Admin or members of the Administrator group can login to the Admin Tool. You can add users to the Vault Administrator group from the Groups tab of the Admin Tool.
