I looked thru previous posts but never found one that solved my problem. I am trying to login in the Admin Tool and get the following error.
Unable to connect to http://localhost/vaultservice/vaultservice.asmx. No server was found at the specified URL. Please verify your network settings using the Options dialog under the Tools menu in the Vault GUI Client. Web Exception: Client found response content type of 'text/plain; charset=utf-8', but expected 'text/xml'.
The request failed with the error message:

I can get to both http://localhost/VaultService/serverInstall.html & http://localhost/VaultService/VaultService.asmx. In the severInstall it tells me I have installed the server an now need to install the Admin Tool. When I click on the link I get a "The system administrator has set policies to prevent this installation"
I am running on a XP PRO SP2.

It looks like you are using "localhost/vaultservice/vaultservice.asmx" for the Vault server name in the "connect to server" dialog, and that is generating the error.
Try logging in with the Admin Tool and use only "localhost" for the server name.
The Vault Service html page has the suggestion to download the Admin Tool, but you only need to do this if you didn't already install it as part of the server install. You'll get the "The system administrator has set policies to prevent this installation" error if you try installing another copy.
