What is this error really mean? Got the below message importing a solution tree into vault.

You may have Vault configured to require checkin comments. This is in the Admin Tool->Repositiory Options->General. This should be turned off during an import, since some VSS items may not have comments.Item $/someProjectPath/Somefile1.cs caused the transaction to fail: A checkin comment is required.
This seems to indicate there is already a version of the file in the import folder. Could that be the case?Item $/someProjectPath/Somefile3.cs caused the transaction to fail: You must merge your working copy with the newest version before Check In can succeed.

99% of the files didn't have comments before I got here Yes, the option was enabled. Now it is turned off. The bulk of the files should have failed but did not. Strange.
This was the initial import of the solution tree. Nothing existed before the import was started.
I have up'd the timeouts to 2hours (sql and iis) and am re-running this particular import. Will report back if it happens again.
