We have 20 developers spread out across the nation. We have a SQL Server Standard 5 user installation. Does the Vault license agreement allow us to use this SQL Server. Or, does it allow the use of SQL Express? IOW, do I need to buy something else?

Vault licenses are separate from SQL Server licenses. Every Vault user needs a SQL CAL. So, if you have a Vault 10-user license, you would need SQL 10 CALS. This is a Microsoft requirement.
SQL Server 2005 Express is free, though it is limited to 1 CPU, 1 GB RAM, and 4 GB Max database size.
You'd need 15 more CALs for SQL Server Standard, if all 20 developers use Vault.
