If you do a GETLABEL on the commandline, then a trailing slash in the destpath will cause an error without specifying what the error is. My commandline was this:
vault GETLABEL -host hostIP -ssl -user uid -password pwd -repository repo -destpath "C:\some\path\" -makereadonly -verbose -merge overwrite $/proj label
After some hunting, I tried removing that final back-slash in C:\some\path\ and that solved the problem.
This is in 3.1.2, so if this is already fixed, my apologies.
Minor bug: trailing slash...
