I have a developer that has full access (RCA) to a repository hive but can not create a new project folder underneath it. When creating a new project, Vault prompts for the project name but then does not display the new project nor does it generate any error messages.
Other developers that are in the same group are able to do so.

Not sure what you mean by repository "hive." Are you referring to a folder tree?
What version of Vault are you using?
Can the user do this from a different machine?
Anything in the Vault Server log that corresponds to the failed operation? It's sgvault.log in %windir%\temp\sgvault.
Are this user's security settings the same as the users who can create folders? Are there any explicit permissions or restrictions on the user's account?
