Install codepage bug, Vault 3.1.6 client

I just installed SourceGear Vault client 3.1.6 onto an XP box which has system codepage of 932, and there were a few locations where the text of the installer was broken. The one I remember is that there was a note that the Express editions of Visual Studio do not support source control -- except that instead of "Express", there was something broken followed by "xpress".
