Feature request: Set repository access during user creation

Currently whenever you create a user using the Vault Admin tool, you need to remember to go to the Repositories tab and go through each one, go to repository access and unselect all new users that are not supposed to access that repository.

This can be made easier by several ways:

- having an option like default repository access for new users: All or None.
- an even better solution is during user creation time, as well as setting groups, there is a repository list displayed, and you can tick for access. This should remember the ticks, like the group selection, so easier to create a group of users.

I strongly support this feature request.

Worse yet, when you create a new repository. Its access is granted to all users, including INACTIVE users.

The current repository access policy is pretty inconvenient, especially when the number of repositories and users increase.

We have a feature request to give only users in the Admin group rights to repositories when the user account is created. I'll add your "votes," plus your comments on how to further refine this feature for better administration.
