Is there a way for me as the administrator to turn on email notification for other users for projects they are part of? Is there a way to set this as a default when a user is defined?
If yes, I’ll be glad to know how, if not consider it a feature request....

Only users can request email notification in the current version. We have a feature request for email notification to be "on" by default. I'll add a request for the Admin to be able to set this configuration.

I know you guys count votes for features so please add my vote for "On" as the default and for admin capability to turn it on.
