IIS Not found When Installing Vault Server 3.11

I have Windows Server 2003 that had been running Vault 3.07 on the same web site as SharePoint. When attempting to upgrade to 3.11, the installer produced a message that "IIS 5.0 or greater must be installed".

I assumed this was due to the SharePoint issue, so I created a new website on the same machine. I uninstalled 3.07, reran install, and got the same message.

I verified that IIS and ASP.Net are functioning by uploading a sample ASP.net application to the new web site.

Any suggestions?
