I've never heard of any error like this before, so this may be tricky to track down. Some questions first.

What version of Vault are you running?
What OS?
What versions of the .Net Framework do you have installed?
Where did the ASPNET\WEB13304 account come from? That doesn't look like any default account.
How far do you get in the troubleshooting guide at http://support.sourcegear.com/viewtopic.php?t=664 ?

This is a web hosting server which I am trying to remotely deploy vault on it.....

It is running Windows 2003 (the latest)
.NET Framework 1.1xxx (the latest)
ASPNET\WEB114... I guess it is the ASPNET that I got assigned...for my web hosting account.

my web site is virtually hosted at http://www.discountasp.net ... if you need more information.

Did you run the installer, or just copy the files over? You should make sure that the ASPNET\WEB114 account has full control over the following directories:

c:\inetpub\wwwroot\VaultService
c:\windows\temp
c:\windows\temp\sgvault
%ALLUSERSPROFILE%\Application Data\Microsoft\Crypto\RSA\MachineKeys
