Is there a procedure for Archiving & Exporting a project from Vault (on completion) ?
Also, if there is a way to archive & export the project on completion - is there a way to reactivate the project if the project is revived or if it is necessary to retrieve info from it at a later stage ?

Not at this time. Vault currently does not support moving projects into different repositories or separating out repositories or projects from the rest of the database. We do have a feature request logged for this.
You could move the project to a different location on the tree, where it can safely be ignored. Maybe create an "Archive" folder. Users could cloak this folder so it wouldn't be part of recursive gets.
Or do a "Get latest" to retrieve all the current files and store them outside the database. There wouldn't be any project history with this option, though, and to "reactivate," you'd need to add the projects back to the repository.
