System Admin has set policies to prevent installation
Arggh. I had 3.0.5 installed for a while for evaluation, and now want to start using it since I got my licences. The import went fairly well even though I got 6 errors on the import (and VSS Analyze said everything is fine). I also figured I'd update to 3.0.6 since it seems to have some important fixes. I upgraded the Server no problem, but I can't upgrade the Admin, because of this stupid error message from Installer. Various web pages (including MS) suggested removing all registry entries related to the MSI to be upgraded; which I did, now it's still bitching, but thinks it's a new install. So, what policy have I allegedly set?

Are you trying to install the Admin Tool on the same machine as the Server?
Typically this error occurs if you are using the stand alone admin or client installer to upgrade a previous installation where the the admin or client was installed as part of the server install or visa versa (using the server installer to upgrade an admin tool or client that was originally installed as part of the a stand alone admin or client installer).
Is the Admin Tool listed in Add/Remove programs? If not, it may have been installed using the server installer.
If you previously installed the admin tool as part of the server install on that machine you will probably need to upgrade it in the same way (choose the admin tool component during the server install).
Could it be that you already installed the 3.0.6 Admin Tool on the machine as part of the server install (it would be under program files\sourcegear\Vault Admin)? The Admin Tool is chosen as part of the server install by default so if it is already installed that could also explain the error message.

Can't install...
<foolish grin> Oh </foolish grin>. I didn't realize the admin / client get installed along with the server. Oh boy, I wonder what damage I did when I deleted the registry keys; but both the admin and the client seem to still work.

All keys that contain the string 1FD8B2EF-E80D-44FE-8C95-58D7D887B5D2 (based on the MSI log file). The only place in the registry where this string is now found is in the ARPCache of all places. Please let me know if I should re-install Vault Server, or maybe even Windows?!?. It's a dedicated server and re-installing is only time; I'd rather waste that than lose important data down the road because of stupidity on my part.

I *think* the only problems you may encounter are when you are try to upgrade to a new version or un-install. For example, on an uninstall the Admin Tool files will probably be left behind and the upgrade may not overwrite the current files.
I am not *exactly* sure what all you deleted. However, I just installed the 3.0.6 server with the Admin Tool and Client then deleted all the registry entries that contained that component id and everything seemed to work fine. I then un-installed the Server and the un-install went fine except it left the admin tool files on disk. I can't promise that your un-install will go smoothly, but it worked OK for me. I can't test the upgrade right now, so I am not sure what the side effects for an upgrade would be.
Just to be safe and to prevent upgrade/uninstall problems in the future you can un-install the server (make sure to KEEP your database when prompted), delete the Admin Tool folder on disk then re-install the Server. The Server install selects the Admin Tool to be installed by default, and you can also select the Client component to be installed during the server install process.
Before you uninstall or upgrade we always recommend that you make a backup of your sgvault database in SQL first.
