New features in Vault 1.2

Vault 1.2 was targeted at specific performance improvements, including:

1. Startup and shutdown times are greatly improved on large repositories.

2. Scanning working folders for changes is done a lot less, and not at all when the "Requires checkout" option is on, speeding up many operations.

3. File Gets are faster in the both the GUI client and the cmdline client.

4. Transfering a very large folder structure (e.g., the first time a repository tree is downloaded) is much faster.

Performance issues that were NOT addressed in 1.2 include:

1. Obliterate performance

2. Add files performance

3. Import Tool

4. IDE client performance
