How to restrict the server from all access

During upgrade from 2.05 to 3.0.1 I do not want anyone to access the server.

Is there a way to configure the server so that it rejects any connection attempts during this time?

You can just stop IIS. From the command line, this is:

iisreset /stop

or the Internet Services Manager can do it as well.
