Minor bug the Repository Options tab of the Admin tool

Hello,
I've just noticed a tiny UI bug in the Repository Options tab of the Admin tool on Vault 3.0

Steps:
1) Ensure that Bug Tracking Application is set to None. Note that the Url field is grayed out.
2) Edit the File Exclusions text box.

What happens:
The Url field is erroneously enabled.
