We just recently upgraded our database from 2008 to 2012 and moved the sgvault database and restore it on the new instalation. After the installation we had to create the sgvaultuser which we did following your information in http://support.sourcegear.com/viewtopic.php?t=924
This is the connection entry in my web config.

I can connect normally if I try to login using the same Username and pwd in SQL Management Studio.
However the client won't connect and fail with the following message:
The server could not establish a connection to the database. Please check the server's log for detailed information. (FailDBConn)

If you are going to put the password in as plain text you need to change the pwd to password so that it reads like
password=temp. Try that and let me know if it works.
