For a solo project, I'm thinking of using Vault single user machine... no server... just me on Windows 7.
Can it be installed this way? Are there caveats, downsides?

Absolutely. We have the single user version just for this. Actually the single user version is the regular version, but if you only create one user account, then you don't need a license. Vault server will run on Windows 7. You can run the client and server on the same machine. We do this all the time in Technical Support.
We don't necessarily recommended it for large teams, as they'd be better served by a server class machine, but for one person it should be fine. You can use SQL Server Express for the database. It's free as well.

IIS is required for Vault, since the server runs as a web service in IIS. Windows 7 comes with IIS, though it may need to be installed or turned on.
Look in the Control Panel under Programs and Features->Turn Windows On or Off->IIS.
