I read the documentation on installation.
I backed up my database. I moved the backup to the new database server. I then restored both the sgmaster and sgvault databases. I then set up a SQL Server login named "vault user" and gave it dbo rights on both restored databases and the sysadmin role. Then I went to my new web server and ran the installer. I figured out the hard way that you must not need to restore the master database because it wants to recreate it. No problem. I dropped the sgmaster database. Now everything is installed successfully. It opens a browser to my admin site and I enter "admin" and the password I supplied during the install process. But no luck, cannot log in.
Where have I gone wrong?

You need the sgmaster database. The installer doesn't offer to drop just that database and keep sgvault. Also, you don't need to create a user for Vault for the SQL server. You need to be able to log into SQL as an admin during the install, but during that Vault either creates a new user or adds a user based on whether you chose windows authentication or SQL authentication.
The solution to your current issue is to uninstall Vault, restore the sgvault and sgmaster databases again, then install Vault. The installer will detect the databases and ask if you want to use them. You want to reuse the same databases.
