What is the best course of action to restore a Fortress system after a server crash? I have both the SQL Server database and the Fortress backup but I can not get the fortress web client to recognize the backup file.

You will want to use SQL Server Management Studio then to perform your restore.
The exact steps you take though will depend on what state things were left in when you began recovery, and what state they are now. If you were starting from nothing, I would say to restore the databases and then install Fortress. That's the best way to go.
The databases that need to be restored are sgvault, sgmaster, and sgdragnet.

Does the order in which the sgvault, sgmaster, and sgdragnet databases are restored make any difference during recovery from a server crash?

The databases can be restored in any order. The import part is that the re-install of the software happens after the databases are restored.
