Why are files checked out?

I noticed that when merging branches, Vault checks out a load of files in the target branch. Why? especially as we don't use the check-out/check-in method of working; we use Edit/Merge/Commit.

Most likely the Merge Branches tool is playing it safe by making sure the files are checked out and writable. CVS mode can be set user-specific.

We try to be the last post so that when we look at the list of posts, we can quickly tell if we've responded to a user, rather than opening the post over and over again to make sure the user's problem was resolved.
