We are having the exact same problem with our emails as described above.
1. We have been through all the configuration steps
2. I have set my user to receive emails on a project and I am also watching a repository folder
3. There is no email entries in either log file and we have set the level to Debug
4. We are monitoring traffic on that server and see no traffic communicating emails
We are running fortress 1.1.3
Any help here would be greatly appreciated.

Please add my vote. Thanks.I've setup notifications as described in this thread. Is there anyway to set it so that I don't get an email if I'm the one that modified the item?

I've got a similar issue.
Email notification works fine for changes on all items, but emails for changes on items assigned to just the user don't work.
There's nothing in the logs.
Any ideas?
