"Keep checked out" bug?

Hi,

Today I noticed some odd behaviour. When you check in a file that was only "touched" (only file time/date changed, contents remained the same), but not changed the "Keep checked out" function doesn't work! The file will be correctly checked in, but it will not be checked out again.

I think this is a bug, isn't it? I'm using Vault version 3.0.0 (2752)
