For a temporary test:
1) Try setting the admin account to use the email account - admin@csd-data-server
2) Next change admin's project's email setttings for "Send notifications" to ALL ITEMS.
3) Make a modification to an item in that project
4) Check the mail on your local POP3 / SMTP server for the admin@csd-data-server mail box.
Still no mail? If there were no errors recorded in the log, it seems the message was successfully passed to the SMTP server.
Perhaps we should try to trouble shoot this from the SMTP side of things. Is there any documentation you can find about your SMTP server in regards to logging? Anything in the event viewer? If it is IIS' SMTP server, you can enable logging in the properties for the SMTP server.
