Automatic comment additioins for checkin comments

Is it possible for Vault to take the comment added during checkin and add it to a comment block at the top of the source file (if the file was source code.)

That would be such a great feature

Yes, you can turn on keyword expansion in the Admin Tool, and put the $History: $ or $Log: $keyword in the files, which will expand to display info about the file's history, include checkin comments.
