diff between binary files is not reporting identical although they are

When I do a diff between a binary file (fm, cdr, ...) in the repository and the working folder, it reports the files as different although the error message says that they are identical using a raw comparison. The files should be identical. Why doesn't it report them as identical?
How do I get it to report the files as identical? In the web Admin client, I added the extensions of my binary files to the File Exclusions field. We restarted the server side of the application.

Is this what you are seeing in the error message?

This may be a binary File.
The files are different (using raw comparision).
Would you like to try another character encoding?

Is this the same issue you are experiencing?
