Make Check-in Comments Mandatory

Is there an easy way to make check-in comments mandatory?

In the Vault admin web page, expand Source Code Repositories, then you click on the repository you want to change. There is a check box that will show up on the right-side that you can check and save. Or you can change that setting in the default settings and have it apply that setting to all repositories.
