Bug Ids

We have setup a number of item tracking projects to control our bug ids and have set the 'Require bug ID' option for the source control projects.
We now have to supply a valid bug id when checking in

However, we can enter any number in the field even if it is not valid

Why is this the case?

Which version of Vault are you using?

In the latest version, I'm not aware of a way to enter an incorrect bug id. If you are able to, can you provide me with the steps?
