File type associations for View / Edit should be saved on a per user basis, perhaps per-user local machine basis.
If I say ".btm" should be viewed and edited with TextPad.exe, then the next time I try to view or edit that file it should already know to use TextPad.exe, not ask again, especially not ask again defaulting to "use system default open".
The thing is, Open also means Execute, or Open-with-runtime-environment, depending on the file type. Many file types make much more sense when viewing or editing them to load them into an editor instead of the default "run-this" association, no?

I've logged feature request 16795 for this functionality. It will be considered for a future release of Vault.
In the meantime, if you set .btm files to open with TextPad.exe in your Windows Folder Options/File Types, Vault will use this to open your .btm files.
