What does the deploy folder mean for web projects?
Do I have to create a Web project for someone to acces a project off site?

Web deploy is a Visual SourceSafe function that is supported by SourceOffSite. Web deploy allows you to send the latest version of files in a project to another directory on the same LAN as the SOS Server.

For instance, you can deploy files from the VSS database to a web server.

Look under Server Manager->Web Projects

For information about deploying projects from the client,
look under Operations->Additional Features->Web Deploy.
