Without uninstall and reinstall Vault server, I would like to know if it's possible that I want to move my Vault to upper level in IIS? Currently it's sharing the same IP with other application, it's standing as a virtual directory, other application is another virtual directory.
I want to move Vault to use its own IIS, its own IP. Without uninstalling and reinstalling Vault, can i just create new IIS, assign new IP, then point it to the directory where Vault is right now on C:?

I don't believe we've ever tried this, and I'd be concerned about some things not functioning correctly. The safest way to go is to perform an uninstall and reinstall.
An uninstall and reinstall would keep your data and shouldn't take long. I you would like assistance doing that, just let me know.
