It's annoying to find that the project files have been exclusively checked out, when you need to e.g add a file.
Therefore it would be nice to integrate some kind of messaging to the system, so that you can ask the developer who has checked out the file to check it in again. This messaging could be based on the jabber system, or similar...

A quick clarification - an Exclusive check out does not prevent the addition of a file. However, it does prevent users from commiting modifications to the file, after all the file has been exclusively checked out.
Do you happen to mean a VS.Net project file and VS.Net integration?
FWIW, you can add the .*proj files to the list of files which do NOT need to be exclusively locked in the Vault Admin Tool.
