Require checkin comments

is there a way to enforce developers to require comments when they check in code?

Vault does have this feature, but I don't recall when it was implemented. If it existed in Vault 3.1.6, the setting would be the Vault Admin Tool in the Repository options tab.

If you upgrade to Vault 5.0, This setting is in the Admin Web Client under Source Control Repositories->(Repository name)->Require Checkin Comments.
