How do you apply a change to a specific label?

I've modified a file that I would like to check-in against a certain label and have that change be present in the source for that label and forward.

For instance:

Given a folder structure of:

• Folder 1
  • Folder 2
    • File 1

1/1/2009 - Create Label "My Label" on Folder 1
1/2/2009 - Check-in change for File 1
1/3/2009 - Need arises for change made on 1/2/2009 to be shipped with label "My Label"

How do I promote that single change? The help documentation is very vague and I could not locate a thread where the label promotion features are thoroughly explained.

The basic instructions are:
1) Check in the file with changes.
2) Select the folder where the label was applied and then go to View - Show Labels.
3) Select the label to be modified and then go to Label - Promotion.
4) Change any parts of the label. You can delete, add, or change version. In this case, it sounds like you want to select the file you checked in, right-click and select Change Version.
5) Select Label - Save to save the label after the changes.

Doing this won't change the file though every version forward though. Changing a file creates a new version of that file.

If you need something beyond the basic instructions, then I'll need some additional information. Are there branches involved already?
