post-migration encryption issues

I'm migrating an existing 4.1x vault installation. I've tried every remedy I could find in the kb and forums topics (924, 4699, 4151, 9121, 12333, 228, and others) and reinstalled MANY times but no matter what when I try to login as admin I get:

Login Failed: The Vault Server could not establish a connection to the database. Please check the server's log for detailed information. (FailDBConn)

and the log says:

Very frustrating. The target machine and new SQL box are both 64bit server2003 r2. I am using installer VaultServer64_4_1_4_18402.msi. The install always finishes without erres. Please help!
