Annotated File View in Vault 4.1.4

Is there a way I can view a file with all previous changes and the user who made the change in a single view, an annotated version of the file??

I don't think you can see multiple versions at once, but you can see exactly who put what lines into a file by using the Blame function in the Vault web client. Just go to http://<your vault server>/vaultservice/vaultweb, login, and browse the source control tab to the file you want. Once you click on the file, you will see a View Blame link on each version.
