Is there any option we can backup one repository instead of a whole database?
Also, it seems like we can't assign any one with read only access to a repository? Is that right? I really need to have read access only option so then I can give developers read access only to archived repositories

You can only backup the entire database, not the individual repository.
If you want users to have read-only access to a particular repository, turn on Folder Security for that repository. This setting is in the Admin Web Client under Source Control Repositories->(Repository name). There's a checkbox for Folder Security.
Then in the Admin Web Client under Source Control Repositories->(Repository name)->Folder Security. You'll see the folder tree and the list of users and user rights for that repository. Click on the root folder, ($/), and change the users' rights to R. Or you can create a Group for the repository with R rights, and assign the developers to that group. Now the developers will be able to view and get items, but not check them out, add/delete, etc.
