Couldn't find folder to delete: $/913x Laser Tracker 2/bootloader/firmware
I check out a folder. Delete it on Vault by mistake. Can't get in Vault now.

Go to the parent folder of the folder you deleted. Right-click the folder and select properties. Click on the tab for deleted items, select the folder you want back and click undelete. If your folder is not listed there, then it hasn't been committed. Look in your Pending Check Ins for the delete, select it, and hit your delete key to remove it from that list.

sorry, I cannot get into Vault.
When I select the repository, Vault gets stuck in:
"Object reference not set to an instance of an object". I have to use Task Manager to termiante Vault.
Can I delete the local 'cache' files? Where are they please?

Sorry, I glossed over the part about you not getting in. The cache files are located in C:\Documents and Settings\<your user name>\local settings\temp on XP and in C:\Users\appdata\local\temp on Vista. You don't need to delete the entire cache if you drill down into it and remove CacheMember_ChangeSetItems.
