If there anyway to make "Detect new Files to Add" ignore specific files, and also files within specific folders?
We have a number of folders that it's important to have in the repository, and in our dev machines they are full of test files that must not be in the repository. Every time we do a "Detect new files to add" we have to manually uncheck these folders.
The same happens with certain specific files that exist in our working folders (and have desirable extensions, so we can't outright block these out) that we are "removing" every time from the detected files list.
What I want is VERY similar to "cloaking" a folder, only that "Detect New Files to Add" still looks inside cloaked folders. (Either that or i'm doing something wrong)
Is there any way to achieve something (at least close) to what I'm looking for?

There is no way to do this currently. You can exclude extensions or folders, but this excludes all files with those extensions, and all folders with those names. There's no way to pick and choose. I have added feature request 14635 for this functionality.
For files and folders in the working directory you could try using the ghosting feature, which displays files and folders and not under version control but in the working directory, then you can easily select those you want to add to the repository. This feature can be enabled in the Vault client under Tools -> Options -> General -> Show non-version controlled files/folders ghosted in the file list.
