Is there a formula that I can use to estimate the amount of time that it will take to import a project from VSS into Vault? We are planning to migrate a large number of projects that exist in a number of VSS repositories and reorganize our source code at the same time. I'm not concerned about spot-on accuracy, just a way to estimate...

What contributes to the time on an import is the amount of history. You could have only 5 files but 10 years of history so it would still take a while to import just 5 files.
You might be able to make your own estimate if you run a test import of a small folder with few files but plenty of history to a dummy test repository that you will delete when you're finished. Then take the time from that test an try to estimate from that test how long it will take for either your entire project or entire repository. That doesn't take into account though labels and shares which have the potential to take a long time if you have a lot of them.
