Unable to access VSS database from VS2005

I'm trying to have offshore developers access vss database from their VS2005 IDE. I've created the database in VSS Offsite and added the users. I have configured the database wizard with the sourcesafe web service address and the path to the folder. But I keep getting this message when I'm trying to connect that 'The sourcesafe web service cannot be accessed at the specified address. Any ideas.

The VSS Internet plugin and Web Service is a product from Microsoft. SourceGear SourceOffSite (SOS) is a stand-alone product completely separate from Visual SourceSafe. SOS has its own client and server which is used to integrate within Visual Studio.

Some questions:

Do you have the SOS Server installed?
Do you have it configured to serve up its local VSS database?

Did your offshore developers install the SOS Client?
Can they connect using the SOS GUI based client?
Have they configured Visual Studio to use the SourceOffSite integrated client (Tools -> Options -> Source Control -> Use SourceOffSite in the combo box) ?
