Are you referring to the Vault client API?

You can download the Vault 3.5.X version here:

Please post any questions in the API forum.

As for your question, the Plugin template is used to react to events in the repository. The ClientAPI is used to create custom clients.

No, it's compatible with 4.0 only. The old template should be mostly compatible with 3.5.2.
